US Senate advances health care reform bill

The US Senate has voted by 60 to 40 votes to close debate on landmark health care reform legislation backed by President Barack Obama but unanimously opposed by Republican lawmakers. Now, the divided chamber appears to be heading towards a vote to pass the bill on Thursday.

All 100 senators were gathered in the Capitol building for a key procedural vote on health care reform legislation. All 58 Democrats in the Senate, plus the two independents who normally vote with them, voted for cloture, which limits the length of debate. All forty Republicans unanimously opposed the cloture.

The bill would extend health insurance coverage to 30 million US residents who currently lack it, and forbid insurance companies from practices such as denying coverage due to pre-existing conditions. Most residents would be required to purchase health insurance for the first time, with subsidies provided to those who cannot afford it.

“We’ll get this [bill] passed before Christmas and it will be one of the best Christmas presents this Congress has ever given the American people,” said Democratic senator Tom Harkin.

“This country, the greatest and richest the world has ever seen, is the only advanced nation on earth where dying for a lack of health insurance is even possible,” said Senate Majority leader Harry Reid.

Most Republicans, however, said they believed the bill is too expensive and would not correct the current problems with the US’s health care.

If the bill passes in the Senate, that version will have to be merged with a more liberal version passed by the House of Representatives which includes a government-run alternative, not included in the Senate version.

Smoke from massive warehouse fire in Buffalo, New York USA can be seen 40 miles away

Buffalo, New York —A massive warehouse complex of at least 5 buildings caught on fire in Buffalo, New York on 111 Tonawanda Street, sending a plume of thick, jet black colored smoke into the air that could be seen as far away as 40 miles.

As of 6:40 a.m., the fire was under control, and firefighters were attempting to stop it from spreading, but could not get to the center of the fire because of severe amounts of debris. Later in the morning, the fire was extinguished.

“The fire is mostly under debris at this point. It’s under control, but it’s under some debris. We really can’t get to it. We’re just going to have to keep on pouring water on it so it doesn’t spread,” said Thomas Ashe, the fire chief for the North Buffalo based fire division who also added that at one point, at least 125 firefighters were on the scene battling the blaze. One suffered minor injures and was able to take himself to the hospital to seek medical attention.

Shortly after 8:00 p.m. as many as 3 explosions rocked the warehouse sending large mushroom clouds of thick black smoke into the air. After the third explosion, heat could be felt more than 100 feet away. The fire started in the front, one story building then quickly spread to three others, but fire fighters managed to stop the flames from spreading onto the 3 story building all the way at the back.

According to a Buffalo Police officer, who wished not to be named, the fire began at about 7:00 p.m. [Eastern time], starting as a one alarm fire. By 8:00 p.m., three fire companies were on the scene battling the blaze. Police also say that a smaller fire was reported in the same building on Saturday night, which caused little damage.

At the start of the fire, traffic was backed up nearly 4 miles on the 198 expressway going west toward the 190 Interstate and police had to shut down the Tonawanda street exit because the road is too close to the fire.

At one point, traffic on the 198 was moving so slow, at least a dozen people were seen getting out of their cars and walking down the expressway to watch the fire. That prompted as many as 10 police cars to be dispatched to the scene to force individuals back into their cars and close off one of the 2 lanes on the westbound side.

One woman, who wished not to be named as she is close to the owner of the warehouse, said the building is filled with “classic cars, forklifts, and money” and that owner “does not have insurance” coverage on the property. The building is not considered abandoned, but firefighters said that it is vacant.

Officials in Fort Erie, Ontario were also swamped with calls to fire departments when the wind blew the smoke over the Niagra River and into Canada.

It is not known what caused the fire, but a car is suspected to have caught on fire and there are reports from police and hazmat crews, that there were also large barrels of diesel fuel being stored in one building. Firefighters say the cause of the blaze is being treated as “suspicious.” The ATF is investigating the fire and will bring dogs in to search the debris.

It’s advisable for you to put your initial thoughts on paper as a broad outline, then fill in the specifics, once you have identified the major components of your next sales incentive or other type of reward program.

It is often easier to apply incentives where the results can be measured with reasonable accuracy, or statistically compared to some previous reward program result. To ensure the success of your incentive program, you must place most emphasis on:

The achievability of the standards or targets you are encouraging participants to achieve.

The reliability and/or availability of the system or people you use to record the results.

If comparing current activities with the results from a previous period, you must be careful to check the earlier figures you use are reliable and directly comparable in concept and detail, and are seen as such by the contenders in your scheme.

If you are use existing levels of activity as a starting point and are planning to use incentives to improve results in the future, you must be sure that the participants are given the time and the tools to have a realistic chance of success in meeting the new targets.

If you consider these aspects very carefully and if your proposed method of measurement does not readily satisfy all of them, or if you suspect participants may be able to find weaknesses (no matter how small) in your formula then you must start all over again, or, if the loopholes are only of a minor nature, prepare credible answers to those aspects which you feel may be challenged.

Once you have made your initial decisions about the type of incentive program, you can be more specific about the results you seek, and start outlining the major components of that program.

You will also have to consider who is going to be the target for improved results or performance.

You will now have to finalise your objectives and this cannot be done without:

Creating a very accurate profile of the people to be recipients of the program.

Deciding how to motivate or challenge them.

Choosing the most effective time (or times) to introduce the incentive program.

Deciding the duration that is most suitable to the objectives and capable of sustained support.

2007 Taipei International Travel Fair: Taiwanese government promote premiums on tourism industry

2007 Taipei International Travel Fair (Taipei ITF), supported by governments with new premiums promoted by Executive Yuan in the future, started with a great new scale at December 14 to 17. In the opening morning yesterday, governmental people and ambassadors from several countries including Taiwan successively visited this show.

The show organizer, Taiwan Visitors Association (TVA), held 2 opening ceremonies for Cross-Strait Pavilion and the main show. In the side of Cross-Strait, several teams performed traditional entertainment shows like “Bian Lian” (Face-Changing) and Martial Arts of Shaolin Monastery (In Chinese: Shaolin Kungfu) successively at press conference and welcome reception yesterday and opening ceremony today. Participants from China and Taiwan hoped the relation from Cross-Strait can be improved with tourism industry.

In the main opening ceremony, Premier of the Republic of China Chun-hsiung Chang not only announced the premiums of “2008-2009 Visit Taiwan Year” but also said: “We (the Executive Yuan) will still encourage foreign visitors visit Taiwan and also provide premiums for groups with a charter airline. with our ‘2008-2009 Visit Taiwan Year’ in the future”.

Not only Chun-hsiung Chang, Minister of Transportation and Communications Duei Tsai, Commissioner of Tourism Bureau of MOTC Janice Lai, and the current President of Palau Thomas Esang Remengesau, Jr. visited this show. Governments in several divisions participated in this show to showcase traditional cultures from several divisions with unlimited potentials on tourism industry in Taiwan.

Sweden’s Crown Princess marries long-time boyfriend

Sweden’s first royal wedding since 1976 took place Saturday when Crown Princess Victoria, 32, married her long-time boyfriend and former personal trainer, Daniel Westling, 36. The ceremony took place at Stockholm Cathedral.

Over 1,200 guests, including many rulers, politicians, royals and other dignitaries from across the world, attended the wedding, which cost an estimated 20 million Swedish kronor. Victoria wore a wedding dress with five-metre long train designed by Pär Engsheden. She wore the same crown that her mother, Queen Silvia, wore on her wedding day 34 years previously, also on June 19. Victoria’s father, King Carl XVI Gustaf, walked Victoria down the aisle, which was deemed untraditional by many. In Sweden, the bride and groom usually walk down the aisle together, emphasising the country’s views on equality. Victoria met with Daniel half-way to the altar, where they exchanged brief kisses, and, to the sounds of the wedding march, made their way to the the silver altar. She was followed by ten bridesmaids. The couple both had tears in their eyes as they said their vows, and apart from fumbling when they exchanged rings, the ceremony went smoothly.

Following the ceremony, the couple headed a fast-paced procession through central Stockholm on a horse-drawn carriage, flanked by police and security. Up to 500,000 people are thought to have lined the streets. They then boarded the Vasaorden, the same royal barge Victoria’s parents used in their wedding, and traveled through Stockholm’s waters, accompanied by flyover of 18 fighter jets near the end of the procession. A wedding banquet followed in the in the Hall of State of the Royal Palace.

Controversy has surrounded the engagement and wedding between the Crown Princess and Westling, a “commoner”. Victoria met Westling as she was recovering from bulemia in 2002. He owned a chain of gymnasiums and was brought in to help bring Victoria back to full health. Westling was raised in a middle-class family in Ockelbo, in central Sweden. His father managed a social services centre, and his mother worked in a post office. When the relationship was made public, Westling was mocked as an outsider and the king was reportedly horrified at the thought of his daughter marrying a “commoner”, even though he did so when he married Silvia. Last year, Westling underwent transplant surgery for a congenital kidney disorder. The Swedish public have been assured that he will be able to have children and that his illness will not be passed on to his offspring.

Westling underwent years of training to prepare for his new role in the royal family, including lessons in etiquette, elocution, and multi-lingual small talk; and a makeover that saw his hair being cropped short, and his plain-looking glasses and clothes being replaced by designer-wear.

Upon marrying the Crown Princess, Westling took his wife’s ducal title and is granted the style “His Royal Highness”. He is now known as HRH Prince Daniel, Duke of Västergötland. He also has his own coat-of-arms and monogram. When Victoria assumes the throne and becomes Queen, Daniel will not become King, but assume a supportive role, similar to that of Prince Phillip, the husband of the United Kingdom’s Queen Elizabeth II.

Benet Academy Redwings 68 54 Glenbard East Rams

Top-seeded Glenbard East High School was expected to win the Class 4A Neuqua Valley High School Sectional championship on Friday night. Yet with a lot of determination and a strong defense, the Benet Academy varsity boys basketball team defeated the Rams 68–54. 

The game marks Benet’s sixteenth straight victory this season, giving the Redwings a 26–3 overall record. It is also their first sectional championship since the 1982–1983 season, which was the last time Benet advanced to the Class AA state tournament; there they lost to Thornton Township High School in the quarterfinals.

The Redwings’ aggressive man-to-man defense certainly kept the Rams out of their comfort zone amidst the crowds in the sold-out Neuqua gym. As Benet forward Mike Runger said, “We made them play to their weaknesses instead of letting them get comfortable doing what they want to do.”

Benet scored 71 percent of its shots in the first half, while Glenbard East scored only 27. While the Rams led twice in the first few minutes (3–0 and 7–5), the Redwings led 12–7 after the first quarter. A three-point shot made by Dave Sobolewski two seconds before the buzzer gave Benet a 27–16 lead at the end of the first half. 

Glenbard East desperately attempted a comeback in the second half, but Benet maintained a lead ranging from 10 to 18 points. Rams guard made four three-pointers in the fourth quarter, but to no avail. As Benet coach Gene Heidkamp said, “…we knew they were going to come at us and give us a ton of pressure. We were a long, long way from being comfortable at halftime.”

Benet will play Simeon Career Academy from Chicago in the supersectionals at Hinsdale Central High School on Tuesday night.

Australian MPs exchange fighting words over healthcare rebate

Fighting words were exchanged in the Australian House of Representatives over the matter of the division of Medicare safety net payments per electorate. The Minister for Health and Ageing Tony Abbott (Liberal, Warringah) had introduced a policy that the Government would pay Medicare users up to a fixed amount — the safety net — to help in addressing “gaps” in certain payments which Medicare would not cover, such as certain hospital payments. The Opposition was opposed to the idea on efficacy counts.

Abbott was asked a Dorothy Dixer in Question Time today about the benefits of the safety net. He alleged that criticism by the Opposition Health spokeswoman Julia Gillard (Labor, Lalor) that the safety net favoured Liberal/National Party coalition electorates was misleading as it was a Labor electorate, Grayndler that received the “highest safety net benefits per electorate”.

This led Gillard to make a personal explanation after Question Time, stating that “the top four electorates receiving money under the Medicare safety net are Wentworth, North Sydney, Bradfield and Warringah” — all coalition electorates. The Leader of the Opposition, Kim Beazley (Labor, Brand), put a question to the Speaker of the House, David Hawker (Liberal, Wannon) asking of the Speaker his “assurance that no person is being deliberately misled by the actions of any other person”.

Abbott had then interjected towards Beazley, saying “You big bellowing cow”; the Speaker asked Abbott to withdraw, but Abbott mentioned that “the Leader of the Opposition regularly interjects ‘pompous ass’ and ‘goose’, but I am happy to withdraw”. Beazley then responded through the Speaker saying of Abbott, “I think that he is a sleazy, dummy-spitting, little git.”

Abbott then made a personal explanation of his own, saying “The safety net benefit per person in the electorate of the member for Grayndler was $591, the highest in New South Wales…the safety net benefit in the electorate of Sydney was $589, the second highest…the benefit in the electorate of Lowe was $458, the third highest”.

The matter was not further raised at the time, but after the Matter of Public Importance debate, Gillard moved a motion to suspend standing orders which would prevent Abbott from explaining his earlier claim “when this claim is totally untrue”, to correct the “grossly inaccurate and misleading statement”, to “apologise to all Members in this place” and to “apologize to the Member for Grayndler and his constituents”. Gillard also listed the amounts of payments “released by the Minister himself”, that Wentworth received $7.8 million, North Sydney received $7.5 million, Bradfield received $6.9 million, Warringah received $6.3 million; whereas Grayndler received only $3.6 million. She attempted to debate the motion but a gag motion to silence Gillard was moved and won because of Government numbers. Anthony Albanese, the Labor member for Grayndler attempted to second the motion but the gag was moved on him as well. The final vote on the motion was lost 55 to 79.
