Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

San Jose, California —Cell phones, cigarette lighters and glowsticks are raised in tribute as Circle of Life begins playing. Soon cheers drown out the song as the multicoloured performers appear on stage. A somewhat unusual introduction; but this is no ordinary show, and these are no ordinary attendees. This is Further Confusion, the second largest furry convention in the world.

The volunteer organizers have something to cheer about, too; Furry fans have gathered from far and wide at the DoubleTree Hotel to indulge their love of anthropomorphics, and Further Confusion’s 9th year is its largest, with a paid attendance of 2061. Their gains mirror those of Midwest FurFest, a similar convention held in Schaumburg, Illinois which grew 35% last November.

Both events feature art shows and auctions, live puppetry performance, masquerades, variety shows, games and parades, as well as panels that range from science and technology to society, sex and spirituality. Filling out the schedule, the hotel walls are lined with announcements of public and private room parties for separate groups. At night, the disco floor fills with dancing cats, dogs, and dragons.

For some, dressing up plays a large part of the convention – almost 300 brought a full costume. There are few professional mascots here, though, and only one or two of the costumes would be recognized by even the most avid cartoon-watcher. Instead, each act is planned and performed by other attendees, wearing “fursuits” of their own design. Many play off the year’s secret-agent theme — “Fur Your Eyes Only”.

Other fans seem content to restrict themselves to small accessories — perhaps some combination of paws, ears, or tail. Each fur bears a 3″x2″ badge detailing their personal character, or “fursona“. Often these characters are better-known than the people who play them.

It may seem lighthearted, even frivolous, but these conventions are becoming big business. Furry fans spent over $180,000 for lodging during the five days (Jan 18-22) of Further Confusion, and another $50,000 at the art auction. Attendees also purchase all manner of merchandise from attending dealers and artists, from on-the-spot art commissions and comic books of all ratings to prints, sculptures, and plush toys – even their very own fluffy tail.

Of course, any business has risk, and conventions can drain wallets when the sums just don’t add up. The first furry con, ConFurence in Southern California, ran successfully for over a decade, but cost its new organizer an estimated $60,000 in its last four years due to falling attendance before folding in 2003.

Anthropomorphic Arts and Education board member Peter Torkelson says that won’t happen to Further Confusion. Indeed, the convention ran a healthy surplus of almost $30,000 on $125,000 revenue last year, allowing it to pay off the last of its old debts and save for the future. As Torkelson explains: “The idea is if for some reason, say an earthquake happens, and it cripples the revenue stream, the convention will be able to survive into the next year. It does help our staff to know that we have [a reserve].”

The reserve also gives AAE the financial flexibility to fund charities throughout the year, a big part of its 501(c)(3) mandate. Over the nine years of the convention, attendees have raised over $60,000 for a variety of animal sanctuaries, wildlife refuges, and the Comic Book Legal Defense Fund.

Further Confusion’s hopes for the future are high. Chairwoman Laura Cherry noted that, unlike previous years, the board has “gone all out” for next year’s tenth anniversary, booking as many rooms as the hotel could offer. The host for 2009 has yet to be decided, but for many fans the question was not whether the current hotel will reach a limit, but when – and where – the convention will find a new home.

United States: Two killed, more than a hundred injured in Amtrak train collision in South Carolina

Early on Sunday morning, Amtrak’s passenger train number 91, the Silver Star, bound for Miami from New York, slammed into a stationary CSX freight train in Cayce, about ten miles (16 km) south of Columbia, capital of the US state of South Carolina. Two Amtrak employees were killed and at least 116 were injured, some seriously.

The two killed were 54-year-old engineer Michael Kempf of Savannah, Georgia, and 36-year-old conductor Michael Cella of Orange Park, Florida. Robert Sumwalt, chairman of the National Transportation Safety Board, told a press conference the passenger train had been diverted into a siding by a switch left “literally locked, with a padlock” in that position.

The collision happened at about 2:35 am local time (0735 UTC) at a switching yard in the small city of Cayce. The Amtrak train, with reportedly 139 passengers and eight employees aboard, collided head on with the freight train, which was parked with no one on board. The Amtrak locomotive and the leading locomotive on the freight train were destroyed; the Amtrak locomotive and some of its passenger cars derailed, and one of those cars was folded in half. Several freight cars were crumpled, Reuters reported. In a press conference, the state governor, Henry McMaster, said the Amtrak locomotive was “barely recognizable” and described it as “a horrible thing to see, to understand the force involved”.

Harrison Cahill, a spokesman for Lexington County, gave a count of 116 injured, up from an initial report of 70; according to Derrec Becker, public information officer for the South Carolina Emergency Management Division, injuries ranged “from cuts and bruises to severe broken bones”. On Monday a Palmetto Health spokesperson said two patients were in serious and two in critical condition at their facilities. A spill of approximately 5,000 gallons of fuel from the freight train posed no safety hazard, according to officials.

Passenger Derek Pettaway told the CNN network that like most others, he had been sleeping when the collision happened. He said Amtrak staff cleared the passengers from the train rapidly, and there was no panic; “I think people were more in shock than anything else”, he said.

“Key to this investigation is learning why the switch was lined that way”, Sumwalt said. Amtrak’s CEO, Richard Anderson, speaking to reporters on Sunday, held CSX responsible; he stated the track in that area is operated by CSX and the signals, which CSX operates, were not working at the time of the collision and a CSX dispatcher was therefore directing the Amtrak train’s movements. Sumwalt noted an automatic monitoring and braking system called positive train control, which was not in use on the stretch of line, could have forestalled the collision.

Several fatal incidents involving Amtrak trains have occurred in the past three months. On December 18, the inaugural train on a new route in Washington state derailed at high speed while crossing above a highway, killing three; on January 31, the driver of a garbage truck was killed in Virginia when he collided with an Amtrak train chartered to take Republican lawmakers to a retreat.

An Australian female science student is in a serious but stable condition at the Royal Melbourne Hospital after being stabbed by another female student at La Trobe University this morning.

The victim, a 27-year-old behavioral science student, was stabbed several times in the chest by a masked female stranger in a toilet block outside the Bundoora campus library. Students quickly evacuated the library after seeing the victim running from the bathroom, screaming that she had been stabbed and leaving a trail of blood behind her. The 23-year-old attacker has been charged with attempted murder. Witnesses to the event are being offered councelling services.

President-elect of France, Nicolas Sarkozy was criticized for going on a luxury cruise in Malta with his family, right after winning the election on a platform that emphasized hard work.

“It sends a disastrous signal to the country, notably the 53 percent of French people who earn less than 800 euros a month and who voted for him,” said Patrick Menucci, former advisor to Ségolène Royal.

However, Sarkozy last week explained the reasons for taking what was supposed to an unpublicized retreat. He said he needed time to prepare himself for the heavy burden of state.

Attacks by Movement for the Emancipation of the Niger Delta (MEND) in Nigeria have reportedly forced Italian oil company Eni to shut down production of some 150 thousand barrels of oil per day.

“We intend to destroy between now and May 29 more pipes than we have destroyed in the last one year,” Jomo Gbomo (suspected to be a pseudonym), spokesperson for MEND, said in an e-mail.

Up to 25% of the usual production is said to have been lost last year.

At around 1am local time NATO forces came under attack from insurgents in Kandahar City, Afghanistan. During the battle one civilian was killed and another two were injured with conflicting reports as to who was to blame. First hand reports lay blame on the NATO troops however there has been no official confirmation either way as yet. The nationality of the NATO soldiers involved in the incident has not been released. Both NATO and the Afghan Police are investigating the civilian death and injuries.

The Associated Press states that 151 Afghan civilians have been killed in combat during the first 4 months of 2007, and that 51 of these died from NATO and/or US fire.

In Washington DC, Department of Energy Secretary Samuel Bodman announced the awarding of the Management & Operation (M&O) contract for Lawrence Livermore National Laboratory today in a press conference. The M&O contract was awarded to a consortium comprised of the University of California, Bechtel National, BWX Technologies, Washington Group International, and Battelle, to be known as Lawrence Livermore National Security (LLNS) LLC.

“Livermore National Laboratory is a critical part of our nuclear weapons complex and has been for the last 55 years,” Secretary Bodman said. “For the first time since the beginning of the laboratory a new contractor is coming to Livermore. We look forward to working with LLNS as Livermore continues its vital national security work.”

Boko Haram attack in Nigerian city kills at least fifteen

According to witness reports, Boko Haram gunmen and suicide bombers killed at least fifteen people in an attack in the city of Maiduguri, Nigeria yesterday, before the military drove them off.

Locals reported hearing gunfire as evening prayers ended at local mosques. The military pushed back the militants, who were on trucks and firing at civilians with guns and grenade launchers, with heavy weapons fire. Amidst the fighting, suicide bombings were carried out.

A local resident Sheshu Mala said that during the attack, “all the residents in the area fled their homes to other parts of the city.” As people fled, two female suicide bombers reportedly detonated themselves in groups of people.

Government sources say ten other suicide bombers have been killed.

The militant group Boko Haram started in the city of Maidugari, where the attacks took place; they lost the territory three years ago as the military retook the city.

The news came after another Boko Haram attack on the village of Kimba killed at least fourteen people on Friday.

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.
