The name Robert Cailliau may not ring a bell to the general public, but his invention is the reason why you are reading this: Dr. Cailliau together with his colleague Sir Tim Berners-Lee invented the World Wide Web, making the internet accessible so it could grow from an academic tool to a mass communication medium. Last January Dr. Cailliau retired from CERN, the European particle physics lab where the WWW emerged.

Wikinews offered the engineer a virtual beer from his native country Belgium, and conducted an e-mail interview with him (which started about three weeks ago) about the history and the future of the web and his life and work.

Wikinews: At the start of this interview, we would like to offer you a fresh pint on a terrace, but since this is an e-mail interview, we will limit ourselves to a virtual beer, which you can enjoy here.

Robert Cailliau: Yes, I myself once (at the 2nd international WWW Conference, Chicago) said that there is no such thing as a virtual beer: people will still want to sit together. Anyway, here we go.

Early morning fire kills four New York group home residents

After an early morning fire began, four out of the nine people living at the Riverview Individual Residential Alternative group home located in Wells, New York were killed by the blaze. The Sunmount Developmental Disabilities Services Office, which supervises the home, told the media that the fire started at approximately 5:30 AM Eastern Daylight Time. Two staff members were at the home at the time, who safely evacuated four of the five survivors.

The names of the residents killed in the fire were not able to be released due to New York’s Mental Hygiene Law, but are able to be identified as two adult men, aged 32 and 52, and two adult women, aged 43 and 60. A 71-year-old male was injured in the fire, and was taken to a hospital in Utica, a nearby city. The other four residents have been relocated to an unnamed group home. Both staff members are also being examined at the hospital.

“On behalf of all New Yorkers, I wish to extend my heartfelt condolences to the families, loved ones and friends of the four victims and to continue to pray for the full recovery of those five people and two staff members who survived this incident. I also want to express my thanks and appreciation for the first responders and volunteers who worked swiftly and diligently to respond to this tragedy,” David Patterson, the governor of New York, said to the media.

The exact cause of the fire has yet to be determined. However, the New York Civil Liberties Union stated that “the blaze appears to have been an electrical fire and the sprinkler system was knocked out immediately.” They also called for “an immediate investigation into the causes of and contributing factors of the fire.”

The New York State Department of State Office of Fire Prevention and Control is currently investigating the causes of the blaze, with help from New York State Police Bureau of Criminal Investigation and the New York State Commission on Quality of Care and Advocacy for Persons with Disabilities.

Toyota fined $16 million by US government over recalls

US regulators intend to fine Toyota Motor Company $16.4 million over allegations that the company failed to notify government officials in “a timely way” about flaws in its vehicles that led to a major recall earlier this year.

The fine is the maximum penalty allowed under current US law, and would be the largest ever against an automaker, dwarfing a $1 million fine against General Motors in 2004. The U.S. Transportation Department is also considering the possibility of further fines if it was determined that the company had committed other violations of US law. The fine is the result of an investigation opened on February 16 into Toyota’s actions during the recall of 2.3 million vehicles in the US. Toyota now has a period of two weeks in which it can appeal the fine.

They knowingly hid a dangerous defect for months from U.S. officials and did not take action to protect millions of drivers and their families.

Current law requires an automaker to notify the US government within five days if it has determined that a safety issue exists in one of its vehicles. Internal Toyota documents obtained by the government showed that the company was aware of the issues in its cars as early as September 2009, well before it reported the problems to the US government in January.

US Transportation Secretary Ray LaHood said that the government has “proof that Toyota failed to live up to its legal obligations,” and that “they knowingly hid a dangerous defect for months from U.S. officials and did not take action to protect millions of drivers and their families.”

Toyota, in a statement posted on their website, said that “We have already taken a number of important steps to improve our communications with regulators and customers on safety-related matters as part of our strengthened overall commitment to quality assurance.” The statement added, “These include the appointment of a new Chief Quality Officer for North America and a greater role for the region in making safety-related decisions.”

Colorado College Tigers win 41st annual Great Lakes Invitational tournament

The Colorado College Tigers beat the Spartans of Michigan State University in men’s ice hockey on Friday, for the title of champions of the 41st annual Great Lakes Invitational ice hockey tournament at Joe Louis Arena in Detroit.

The Tigers, the team chosen to be invited into the tournament and appearing for the first time since 1965 in the tournament, led with a 5-0 lead during the second period, after which Michigan State switched goalies. The Spartans put freshmen Jeff Lerg into net, replacing Dominic Vicari, who was earlier given a penalty for his contact with a member of Colorado’s team in front of the net. Michigan State junior Tyler Howells scored two goals during the second period, and Colorado student Brett Sterling made the Tiger’s final goal for the night.

Colorado College took first place in the invitational, and Michigan State ended in second place, after their previous win over Michigan Tech at a score of 3-2. The Tigers previously beat the University of Michigan on Thursday, at a score of 6-1.

Meanwhile, the University of Michigan beat GLI co-sponsor Michigan Tech University with a score of 5-3 for a third place finish in the invitational earlier in the day.

With 2 minutes remaining in the third period, the University of Michigan went one up over Michigan Tech, breaking the 3-3 tie. Michigan Tech pulled their goalie with one minute remaining to gain a man advantage, but the strategy failed and allowed the University of Michigan to get another goal resulting in the final 5-3 score.

The game secured the third place position in the invitational for University of Michigan, and fourth place for Michigan Tech.

Explosion at University of Missouri-Columbia leaves four injured

An explosion at the University of Missouri-Columbia (Mizzou) on Monday afternoon left four people injured, authorities say.

The explosion occurred in a science laboratory in Schweitzer Hall around 2:20 p.m. CDT (1920 UTC) Monday. The source of the explosion was first thought to have been a 2,000-pound (907.2-kilogramme) hydrogen tank, but fire officials later said that this was not the case. The cause of the incident is currently under investigation by the Columbia Fire Department.

The Columbia Fire Department arrived at Schweitzer Hall after a report of a structure fire, but found that most of the fire had already been extinguished by the building’s fire sprinkler system. The remaining flames were put out by firefighters, one of whom said it looked as if “a bomb went off in the lab”.

Of the four hurt in the blast, one was a research scientist, one a graduate student, and the other two postdoctoral fellows. Three were treated for mild injuries and released from University Hospital, while the fourth was in good condition after being taken to the hospital’s burn unit for life-threatening injuries. A school spokesperson said that the university was not allowed to release the names of the victims.

Authorities initially believed that a large container of hydrogen gas had exploded, but investigators later said that the tank was intact. Fire officials also retracted an earlier statement that said the incident had been a result of human error. In a Monday night news release, the fire department said that lab workers had turned on the hydrogen but did not recognize warning signs indicating a dangerously high level of hydrogen gas in the lab, so they left the gas supply running. The report said the explosion occurred after the gas reached a source of ignition. However, the department said Tuesday that the investigation into the explosion is still ongoing and that they were not certain human error was the cause.

The investigation should determine the cost of repairs for the building, as well as whether the school should implement new procedures to avoid similar incidents in the future. The lab where the explosion took place will be totally rebuilt.

Schweitzer Hall houses Mizzou’s biochemistry department, which is part of the medical and agricultural programs. The building’s single classroom is located in the basement and was not in use at the time. The explosion happened on a third-story lab assigned to Judy Wall, a university professor, who was in her office across from the lab during the incident and referred inquiries to the news bureau. Other labs in the building were not disturbed, and Schweitzer Hall was established to be structurally sound, although nearly twenty windows had been shattered from the blast. The building reopened Tuesday for researchers to continue working.

These are far different from what is known as new construction windows. These come with nailing flanges around the outside of the window on the outside of the frame and this requires the removal of the outside trim in order to be able to mount the window. However; replacement windows can be installed from inside of the home and you do not have to remove anything from the home. These types of windows can be installed by the homeowner themselves with a little patience. By using this type of window and installing it yourself will save you hundreds of dollars.

The first thing you will need to do is to make sure what style and kind of material you are going to want for your new windows. You can purchase replacement windows in vinyl, wood or a composite and they are available to you in just about any style you can think of, like double hung, single hung or casement styles.

After you have decided what kind you want you are going to want to go a head and measure what the width is between the jambs or side to side. You need to do this at the top, bottom and the middle of your window. Then you need to measure the height of your window from sill to the top of the window itself. Make sure to do this at the left side, the middle and right sides of the window. It is always advisable to use the smallest measurement from the width and the height. This will ensure a good fit for your replacement windows. It is also a very good idea to inspect your windowsill to make sure there is no wood rot before ordering your new windows. There would be no sense in installing new windows if the windowsill is rotten.

Once you have your windows, you can start with the installation. The first thing you want to do is to remove the inside stops of the current window. These can be used with your new windows so make sure to save them. After that you will remove the sashes and then make sure to clean your window frame. This means you need to remove old caulking and either pull out the old nails or pound them into the wood so they are flush.

Check to make sure that the window is going to actually fit by placing it in the window opening and then removing it. If all is well you can then run some caulk along the edge of the outside window stops from the inside and the windowsill as well.

Put the window back and check to make sure everything is square and plumb. It is wise to use a level to do this. Now take some shims to help keep the replacement window in place while you reinstall the stops. Do this by using finishing nails. You then will need to put caulk where the window stops connect with the window frame itself.

Now make sure to check the outside of your window. Your replacement windows should come with a frame that is sloped or it may come with an insert for covering any gap there might be. Should you not have that, then use a piece of wood to do the same thing. Once you are done with this, make sure to caulk all the seams where insert was put.

US Immigrants protest Green Card delays with flowers

Hundreds of legal, highly-skilled workers in the United States sent hundreds of flowers to the Director of the United States Citizenship and Immigration Services (USCIS), Emilio Gonzalez as part of a symbolic and peaceful protest over what they said was a “flip-flop” by the State Department and the USCIS on eliminating Green card processing delays.

Dr. Gonzalez announced on the USCIS website late last night that the flowers will be forwarded to the injured service members recuperating at Walter Reed Army Medical Center and at Bethesda Naval Hospital.

In response, Immigration Voice, a non-profit organization representing skilled, legal immigrants, said that they welcome the fact that Dr. Gonzalez acknowledged the symbolic gesture of our protest and are overjoyed that these flowers will brighten the day of the injured service brethren.

Immigration Voice also said that it is their sacrifice for American freedom that has made this country great and such a desirable destination for multitude of people from around the world and that they wanted to say “Thank you and god bless you” to the servicemen.

Australia: Wikinews interviews David Liebelt, South Gippsland local election candidate

Since June 2019, the people of South Gippsland Shire, located at the southernmost tip of Australia, have been without a local council, after a state government inquiry found “high levels of tension” within the council. Administrators were appointed by the Victorian state government in July 2019, who have governed the shire since then. However, South Gippsland’s council is scheduled to be restored with an election to be held via post from October 5–22, 2021.

Wikinews interviewed one of the candidates standing in this election, David Liebelt, an independent candidate running in the Coastal-Promontory Ward. The Coastal-Promontory ward covers towns such as Venus Bay, Waratah Bay, Yanakie, Foster, Port Welshpool, and Toora, and elects three councillors to the South Gippsland Shire Council.

Venezuela opens granite processing facility in Bolívar

Venezuela’s government has opened a granite processing plant in the state of Bolívar, with the intention of providing about 25% of the granite required nationwide.

Ricardo Menéndez, vice president of the Productive Economic Area, said Venezuelan President Hugo Chávez has yearned for the creation of this project to empower Venezuelan construction. Granito Bolívar is reportedly the most modern Venezuelan granite plant, not consuming community water or electricity, and is also the largest, with a daily capacity to supply enough material for use in construction of about 820 houses.

For the construction of the plant, supplied by 23 quarries, the government of Bolívar provided about 30 million bolívares (US$4.7 million) and the national government €2.3 million (US$3 million). Bolívar reportedly has reserves of about 40,000 million tons of red, black, pink and white granite, sufficient for domestic demand for 200 years.
